Default Do I qualify for the DV program?

I am an Aussie (and a Kiwi) citizen. I lived all my life in those 2 countries but I was born in India. I am an true blue Aussie in every way except birth. Do I qualify for the DV program? Thanks.

Not unless you are married to an Australian-born person.

The poster may be eligible through cross-chargeability. No?

I wonder if he'll actually look up "cross chargeability" before asking you to explain what it is and how he might qualify.

Not only that, an Indian born Australian citizen who looks for an employment based green card will be allocated to the "India" quota unless there is a way to claim chargeability to another country. (usually via a spouse's birthplace).

In the original poster's case, if his parents were not Indian citizens and were just temporarily in India, it may be possible to claim chargeability on that basis.
