Default Change of Address during I-130 process

I know someone who currently has an I-130 app pending at VSC for a Pakistani husband. Currently the husband is studying in England. In the app, they listed the Pakistan address, so, presumably, they will be interviewed in Pakistan. They want to make sure to get an interview in London, so they are thinking of filing some sort of change of address with INS.

My guess is that the best time to get the app directed to London is once the app reaches NVC since they are responsible for forwarding the case to the appropriate consulate and because the app will sit there for a long time.

Does anyone have any experience with similar cases?
