Apply F1 Visa abroad
Need your advise on filling up the visa appplication form Form D156
Question 31: Have you ever been refused a US Visa?
Now here was the the situation. The applicant was a high school
student in Canada and got accepted into a US college. Then applied for
F1-Visa at US Embassy in Toronto but got refused at first because the
consular required more documents. Then re-applied with more documents
and got the visa approved a week or so after the first refusal.
So, if the applicant has to apply for a new F1 visa (outside USA since
already graduation and now want to go back for graduate school), does
he answer yes or No on the question?
Also, when can one go about to find and get the exact visa application
dates (for refusal and approved) since the old passport was stolen?
Your advise is greatly appreciated.

If the refusal was "official", i.e. by placing a stamp with a notice of
inadmissability on his passport, then he should answer Yes. If he was just
told to come back with the missing documents, it wasn't a refusal.

I guess the only place would be the consulate.

Noted with thanks. Does anyone in here ever request such info from US
Embassy abroad? I cant even think how to help to get the info for him.
How to approach the consulate? via letter?
