Advice: Adoption of Russian neice

My wife and I are considering adopting our niece that lives in Russia, Here are
the details.
Me: American Citizen Wife: American Citizen (Retains Russian citizenship by default)
Child: 8 y/o Russian. Lives with 68y/o housebound grandmother and mother when she is
present. Mother: Still alive, but most likely will sign over rights. She is seriously
neglecting the child.
N: What can we expect in the Russian court system for time and procedures. (Using
Russian & Relative adoption status)
O: If we complete the adoption process in the Russian court system, what is the
most quick and painless way to bring the child to the US. (My wife lived with
the child for 3 years in Russia, but not as the legal guardian or as an
American Citizen)
