As has become customary, certain details are missing from the report, because such information is now consider to be "not relevant".
On checking the address, it appears that the "alley" in the report is an access road because the garages for houses on that side of the street are accessed from the rear. The houses are packed in fairly densely for suburban houses, and look to be above average size and quality - not just a tract of cookie-cutter homes. Beyond the alley are a few trees and a narrow strip of wasteland that provides a buffer to a railway line. ..... But if the three year old had wandered she could have reached a road across the railway within a few minutes.

but why punish a three year old in the middle of the night by making her stand outside, unsupervised, and she does have some learning problems. A 4 yr old has been removed from the home in the aftermath and the child protection services had had dealings with the family before.

Technically not correct. The idea is that one qualifies by removing oneself from the gene pool - death or sterility. Achieving award status before breeding is obviously better for humanity but apparently not a pre-requisite thanks to the whole 'genetic inheritance from two people thing' meaning that a sprog might not actually acquire the 'stupid' gene that was responsible for it's parent's demise/emasculation...

More like 'WTF, America' than WTF in America, but how the hell does the US national team not qualify for the World Cup, finishing behind Panama and Honduras??? Other than Mexico and Costa Rica, they are not in a strong group. So yeah, WTF, America?
