I would go to another DMV office and ask there.
If you don't want to do that, I would e-mail DVLA Here:

under drivers enquiries and ask how you go about getting the letter you need.

Bike lane? That's so 2008 (or 2000-late as Sue like to say!). Look what we just installed.. practically an entire street for the bikes.

Oh wait, we ARE making entire streets into 'bike boulevards' now. Good thing we don't let these pesky budget deficits and silly things like 'money' slow us down in Portland!
PS: if you take your test in Portland, don't stop in one of those green boxes.. they are for bikes only!
