I don't see what the harm is for a new poster to be posting to the meetup thread. How else are they supposed to get to know other people? That's like saying you need a residency requirement before you can join the local church (not that I would darken the doors of one; just saying).

Wanna meet up in Podunk?" nobody here has any idea who you are and therefore (perhaps?) less likely to respond than if you hung out for at least a couple of weeks, make a few posts, get to know some people, before suggesting a meetup. Compare it to internet dating, where you post a profile, reach out to a few people, exchange some messages, get to know them as far as you can, .... then suggest meeting for coffee or a cocktail. No?
