From this article from CTV in Canada, while the video was not seen, they were described in court documents.

Dad had his hands up, and was not a threat as police fired at car.

While the dad was on probation for a DUI, there was no evidence a warrant existed, nor was their a gun at the scene.

Held on 1 million dollar bond.

Judge has issued a gag order.

I didn't understand my husbands loathing of cops. And then I moved to NYC and had to deal with NYPD a couple of times. The mistrust and loathing is justified.
