If I didn't have any kind of relationship with him, I would just call the police and say "I dunno, it looks like it's been abandoned, I mean, who would park their car like that"?

/me seems to think the Septics are allergic to parallel parking...

Your fingers are very useful in those cases, if you point at the car and your driveway he'll understand (unless he is still drunk from the night before! )..

Alternatively you could say "puedes mover tu carro por favor?"

I learnt very quickly to let the cops do what they're paid for and leave the neighbourhood policing well alone. People here have guns, ya know.

As I found out within weeks of arriving, 5 shots in the apartment building's rear lot. Drug tiff.
