The PBSG reevaluated the status of the 19 recognized subpopulations of polar bears distributed over vast and relatively inaccessible areas of the Arctic. From the same press release, immediately following the bit you quoted:

The total number of polar bears is still thought to be between 20,000 and 25,000. However, the mixed quality of information on the different subpopulations means there is much room for error in establishing that range.

So, they aren't claiming a decline and even allow for the possibility of an increase in numbers (though that's not what they seem to intend to imply).

Sadly there's also:

The PBSG renewed the conclusion from previous meetings that the greatest challenge to conservation of polar bears is ecological change in the Arctic resulting from climatic warming.

and

Nonetheless, the PBSG is optimistic that humans can mitigate the effects of global warming ...

Which, IMHO, is grounds for some scepticism...

Sorry, but if you hang out in a white sheet and a pointy hood, you can't blame folks for assuming you're in the KKK.

fiar enough, but there's even more reason to be sceptical about blanket statements like "polar bear numbers are increasing"
