There are a lot of strands to it.
People who live in poverty in a country where they might get decapitated or whatever will take desperate measures.
Business owners welcome cheap, non-organized labour.
People get used to having gardeners, housekeepers, pool cleaners, nannies.
It's bloody difficult to do manual work in these temperatures.
The individuals are generally charming, hard-working and have more in common with us Brits I find.
However, some kind of immigration policy is generally regarded as necessary. Given that fact, people not in compliance are putting themselves at risk of deportation.
Clearly the current law is outdated but reforms get held up by political point-scoring.
Leaf-blowers just pollute the whole area with dust and the gardeners' jalopies breaking down regularly add to the LA gridlock.

This one is from the right leaning National Review.
The ICE report noted that of those 368,644 removals, 235,093 (or nearly two-thirds) were carried out on individuals “apprehended while, or shortly after, attempting to illegally enter the United States.” This shows that while the Obama administration continues to deport illegal immigrants in large numbers, most of these removals do not constitute a “deportation” in the conventional sense.
Obama Administration Inflating Deportation Numbers
This one is from Pew Research.
About six-in-ten unauthorized immigrants deported in fiscal year 2013 had been convicted of a federal or state crime, according to Immigration and Customs Enforcement. Of all those deported, 33% had committed at least one felony—crimes ranging from murder to failure to appear in court, or at least three misdemeanors. That means 152,000 immigrants were deported but did not have a criminal conviction. Another 95,000 were deported and had a criminal record that included no more than two misdemeanors.
In 2013, 59% of deported immigrants convicted of a crime

What they fail to mention is that many of those bounced at the Border just come in another day.

Yes. Many states do. MA is about to let the illegals hold driving licences as well. American attitudes to illegals are very hard to understand; the cops just aren't bothered. If that was in England the police would get them arrested and in a custody cell until they were handed over to UKBA.

Some can, some can't, they have to "partner" with CBP. There's some section, I think of the USA PATRIOT Act, under which the arrangement is formalised, maybe S237?

I was reading an article where one politician is calling the Republicans racist because if the majority of the illegals were Irish, a bill would have already passed to keep them here.
