To be a country you must fit certain criteria. Scotland and for that matter, all parts of the UK, do not.
There are a few but a key one is you must have diplomatic recognition in other countries, ie an embassy.

Having worked in fast food I will say the same as Jerserygirl.
It's ok to serve a steak medium or even rare (although even that carries a higher risk of food poisoning compared to well done). However minced beef is HIGHLY likely to carry harmful bacteria and the only way to kill it is to cook the beef at a certain temperature for a certain minimum amount of time. In laymans terms that means it has to be well done.
I don't know if there is a law specifically about having to have a burger well done, but there are laws that say restaurants must properly cook food and take all reasonable precautions to prevent food poisoning, so that's probably what they mean.
There have been cases of people dying from eating undercooked burgers, so it is serious food poisoning we're talking about, not just feeling unwell for a while!

This post has got me thinking, tbh I prefer my meat well done and the thought of any kind of blood seeping out of it gives me something approaching a dry retch.
Could be I am suffering PTSD from growing up on a farm.
Anyway I think if someone as a consenting adult requests a rare piece of meat in a restaurant then that is their choice. As long as I don't have to look at it or eat it.
If the OP comes to Aus they will find that they get the choice here, but quite often they overcook it whatever you order according to my OH.
