I agree she broke the rules, but the way the US handles things isn't always the best. The whole secrecy thing they like to do.

She did break the rules, though the response does seem heavy-handed.
The professor writing the piece seems very ignorant of immigration law and conventions of world travel (yet, no doubt considers herself very well-educated). Notice she slipped "Trump" in there like work visas for migrants were his invention.
The payment is not innocuous - $600 cash + lodging + trips to Bend and Seattle - the value of that comes to a few thousand dollars (tax-free) and that is a very competitive compensation package for a 22 year old over a six-week period, and also far less than what a Spanish tutor working in Corvallis would cost for the same period (also, who was paying for the food?). The professor and the girl probably kept insisting it was payment for the Spanish lessons (as she does in the article) which is what led to the deportation.
Probably not entirely incorrectly . . . I don't know of many people who would invite someone halfway around the world to stay at their house who they only knew for six weeks.

How many people come here on various visas and never go back. There's nothing wrong with coming in on an international fright to Portland. Thousands do it every day with no problem

Seems more an issue when they want to enter as a tourist but actually intend to work.

The letter appears to have caused more harm than good, and the girl probably didn't know what to say, or more importantly, what not to say, when questioned at the airport.
Objectively it looks like she was coming to provide au pair-type childcare services.
