Over three-fourths of the federal prison population is comprised of US citizens. That doesn't mean that every other person who is a noncitizen is illegal.
And violators of immigration laws are held in federal prison, so it should not be surprising that facilities that are designed to hold illegals are holding...illegals.
I can see why you're a conservative: You are addicted to getting everything wrong.

Logically, the 3/4th of the federal prison population who are not illegal aliens undoubtedly are not 100% US citizens, but may contain many non-citizens who are in the country legally.
As for the percentage held who are illegals, that may reflect our recent President's emphasis on arresting illegals so that he could deflect criticism and be considered The Great Deporter in Chief. According to Pew Research, half of federal arrests in 2014 were for immigration-related offences. In 2004, under the Shrub Presidency, only 28% of federal arrests fell into that category.
