Advance Parol problems

Here is a strange problem we ran into. I filed the AOS paperwork and requested the Advance Parol for travel outside the US fro my husband so that we can go visit his mother in England for a holiday next Christmas. We got all the papers back and the Travel document is all filled out with my husbands information and his photo at the bottom, HOWEVER the signature above his photo is not his, its some random person. At first I thought it was the signature of some official, perhaps the person charged with authorization of said document, but after closer inspection there is no title or official information afterward, its just some random person's name and that persons signature above my husbands photo. I tried to reach someone through USCIS or Homeland Security but got no where. I don't want to have to pay more money to request a new one because of their mistake and I am afraid to use the one we have since the name is not my husbands.
Anyone run into this problem before? I am wondering how I might go about correcting this.

Yes, anyone who received an AP document has this "problem".
It's not a mistake. Do a google search on the name of the guy who signed it.

My neighbor growing up was named Robert Cowan. He was on Jim'll Fix It - he wanted to drive a JCB. I was on Jim'll Fix It too - I wanted Santa Claus to come in the summer (I was a greedy little git!)
