Default Statement of Eligibility - NSW IT

Has anyone gone down the route for registering to teach in NSW - we have to submit my partners credentials, certified to get licensed - but I cannot get the NSW Institute of Teachers to confirm how it can be certified - they have said by a 'Justice of the Peace'. I really dont want to send all our documentation to a random individual in Australia..

Anyone else done this, can i not get them certified by a solicitor in the UK? - i find it bizarre they wont accept colour copies, as per the Immigration department and the AISTL!!!

There are JP equivalents in UK - I had my docs certified over there. My JP was a local pharmacist, am sure solicitor would be okay.
