Default Do all states have regional policy for teaching?

Just wondered if all Australia has regional policy? I'm staying with contract teaching so doesn't affect me but a friend is not too committed to any particular state and wondered if all states have this policy? She wants to teach but doesn't want to be posted out back if offered permanent contract.
