Roof insulation is not so easy as Spanish houses don't always have any roof space. They can be sprayed and plastered though.

We built our roof out of timber beams supporting sheets of insulation material faced with chipboard on one side and plasterboard on the other. The normal concrete roof went on top of that.

Of course, we were in control of the process and could insist on the way it was done but the regs do now insist on full insulation and have done so for at leat 10 years. That said it is easy to hide a thin spray coat inside a cavity wall!

yes Fred, you have mentioned some of that before, and I more than understand Building Regulations (UK) style - have hard copies on my desk atm.

but most houses have a pitched roof with shingle/tiles and it is surely not beyond the means of builders to fit insulation as part of the building process - even if the roof area is sealed from the rest of the house.

and as I said before, this is a property being built in the village, adjacent to the main road in (front door opens onto the footpath), right next to the bus stop and across the road from another bus stop. All openly visible.
And there is no insulation going into that house.

as an aside, they have a large A1 safety sign, safety boots, helmet, hivis jackets etc etc required on site. But no one is dressed that way.
And when they removed a piece of heavy gear from site a few weeks ago the Hiab minicrane wasn't big enough and they dropped it. Also they have taken over the bus stop with their lorries, provided no alternative space so buses drop off passengers into the road. As that is where my BH is dropped off each evening I can't miss it.

Much more I have noticed from living 200 metres away but thats enough to get on with.
