What's the source of that info? Surely that would be in breach of EU rules/regulations as up to 31 of October UK is still a full member of the EU. Is it word of mouth or information from official source.

In many places now, you need to be resident (by showing green card etc.) to go on the padron. This is in an attempt to stop non-residents being on the padron.

However that doesn't read as it was put in the post I answered which said all appointments had been closed and they were no longer taking appointments, your link mentions that it may be difficult as in some areas as the available appointments have all been taken due to number of people trying to obtain residency, also that they are trying to deal with this. Ok if you can't get an appointment due to availability then although it amounts in the end to the same that is not actually the same as Spain stopping appointments which would be against EU legislation. It is also unfair to imply that for Spain in my opinion.
