I dont doubt it but you would be nuts to try to register it as a PSV in Spain today as you would be laughed at by the ITV,I have a friend with an ex army 4x4 four tonne Bedford , its UK registered as a mobile office hence MOT exempt

Having looked at the photos again I`d say its been regisered as a historical vehicle , less restrictive to register.

So someone has got the answer at last...you are correct.
As a side note; I have been told, by some guests, that having an Historical plate means you can only use the car for x amount of km (this varies). But I think they mean having insurance for an historical vehicle not the plate. Have you heard about the plate having any restrictions to it (for distances)

well an update
the van in question is a 2008 opel vivaro
a coc for this van doesnt exist because its a commercial vehicle
so the new owner in France has to contact Opel there and obtain a "Certificate of Identification"
Spain can not issue it, UK can not issue it
a document I was sent for the vivaro from Spain "informa" is apparently sufficient to use in other countries to re-register a Spanish LHD vehicle, however France will not accept this
its been an absolute nightmare
