In fact I am sure I read somewhere that there is a move for VC to be assessed down not up due to the dramatic decrease in property values.

I posted a couple of weeks ago that the Velez-Malaga Ayuntamiento has already announced that it will reduce VCs by 27% next year, for that reason. I haven't seen any similar reports in the press regarding other local areas, as yet.

Cheers Lynn as that is my region good news I missed it as probably over in Spain at the time and very limited internet.

By the way to correct myself re VC increasing with inflation I have just checked my IBI bills and there was a small increase in 2010 but definitely no increase since then.

The VC has almost doubled in 8 years, and we had a visit from the Diputacion de Malaga two years ago so we can be fairly sure the most recent revision is accurate to the escritura/Catastro definition of our property! Bears no relation to the market value, whatever that may be, though.
(on which, Cman, 5 beds check 3 baths check 3 receptions check pool - on escritura - check, a/c etc check, restored Molino check ) ... though we're not on the market anyway, and I recognise the value of a property is only what someone is prepared to pay


..... got an email from solicitors in response to my (2nd) enquiry about how they calculate the Non-Res Tax; they said they use 50% of the price paid according to the deeds but could use the IBI value if it's supplied to them. Hmmph. They never ASKED!!!!!!

Wouldn't the solicitors have to have been provided with a copy of the previous owner's IBI bill at the time of sale (there was a copy attached to the escritura when I bought mine), therefore they should have known how much the VC was? My solicitors used to email me each year when the tax return was due asking me to inform them of any changes (but still managed to calculate the tax wrongly for 3 years in succession!).

Almost certainly... what can I say..
In terms of Non Resident Tax they have lost our custom. I'm not sure about other stuff, will take a view as/when things arise.

This is from the Suma site, which is the tax collection agency for the Alicante Region.

"Update of values under the Budget Law

The Amended Text of the Property Cadastre Law 1/2004, contains an authorisation for the General State Budget Laws to update the cadastral value through the application of indices.

Therefore, for Property Tax, it allows the cadastral values to be increased each tax year through the State Budget Law.

The values resulting from this increase need not be notified, since they are published in the Boletín Oficial del Estado [Official State Journal].

This update will not be applicable to cadastral values for towns with a list of values approved between 1 January 1997 and 30 June 2002."

There is then a list of values from 1990. Between 2000 and 2009 it's was 2%. 2010 was 1%, and the last 3 years 0%.

That ties in with mine then bought in 2008 had a small rise 2009/2010 and no rise since as your post shows 0% then. I wasn't arguing just that I hadn't noticed my VC increase or been aware it would other than when they re assessed it, which I corrected when responding to Lynn's post, thanks for the info. Possibly reason no increase since 2010 is the large drop in actual property values?

I posted it because I thought it was useful information. Interestingly I noticed today there was a listing in the BOE of the towns that will be increased next year. It depends on the date your VC was revised.

I will keep an eye out on next years IBI to see if any change in VC certainly last years IBI went up by a third all be it still only 93 Euros

Bob, just to let you know that letters have started to go out to householders regarding the new subvenciones next year for IBI - I haven't had mine yet but saw one a friend had received today. They will be applied automatically, without the need to apply, for all properties with a catastral value of less than €100,000, but only to those who are on the padron as at 31/12/13 and don't have any outstanding debts for taxes, etc. Unfortunately the need to be on the padron will rule out most second home owners, sorry.

Thanks for the update Lynn, yes that will rule me out. My IBI is low anyway although it did go up nearly 1/3 last year.

I think the subvenciones are the new measure whereby the Diputacion de Malaga is providing funding to reduce IBI bills for properties with a VC of under €100,000 - if what the Ayuntamiento said about reducing VCs for all properties by 27% next year proves to be true (which they said would bring an additional 12,000 properties within the scope of the subvenciones) then your IBI bill might still go down a bit, maybe!
