Translation

Does anyone know of a FREE program that will translate a long (170 page ) pdf file from German to English.

Sorry, no, but as a retired translator, I can't help thinking that if such a programme does exist, then there must be a lot of professional translators on the bread-line and/or the dole, nowadays....

Convert it to a Word document (Google PDF to Word) and then use Google Translate.

Google Translate will translate PDF files but only the first 9 pages.

Agree, Google is OK if you want something to give you the gist, a rough idea, it'll do that OK, but for a serious translation, get a good translator.
