When the Brits gave back Hong Kong and Kowloon, the Spanish must have thought the Foreign Office may pop round to see them about Gibraltar, after all anything ceeded in perpetuity doesn't really mean anthing does it.

The problem was the only part that had to be returned to China was the New Territories, which were RENTED for 99 years 1898. The main island was ceded in perpetuity under the Treaty of Nanking of 1842 and Kowloon under the Treaty of Beijing of 1860 after a supposed assassination attempt on the British Governor.

Surely the answer is that they are similar to the Isle of Wight or even northern Ireland (but not the Channel Islands)? The population in Ceuta or Melilla will vote in the national elections come November. Gibraltar is an overseas territory, not an integral part of the UK.
