I bought a new car and had them fit the tow bar, they said it was up to me to get it ITV tested which I did and paid the test fee. I was given the installation paperwork from the installer but you still need to get it tested to make sure it conforms to spanish spefication. aggie

They don't "test" it - they just check that you have the right paperwork.
If it was not fitted at the factory and on the manufacturers options list then you can have problems.
If the vendor fits it then he must be prepared to give you the correct certification papers for which he is quite free to charge for.

Yes, but I still had a test certificate for the tow bar from the ITV Station at Malaga
for which I paid the appropriate fee. aggie

Well im off to the post office tomorrow to see if the papers have arrived....
I as much as I would like to go to Kia and fill in a complaints form, I have not got 3 hours to spare to go and do it.. and I doubt I would get the money spent on fuel doing so (20€) back....
But I will be writing to the head office etc with a complaint...

If you mention 'complaints BOOK' they may think you don't know. Its no longer a book but a form consisting of three pages, sensitised
I believe you can complete the form in the Consumer's office of your local town hall, for anywhere in Spain. I would suggest you ask at that office what you need to do..
