Hi alvalva, I had exactly this problem when i bought the duplex. Luckily, i had a very good agent ( Ana Aroujo) who understood the situation. I employed an architect from Huelva who dealt with all the appeal work and raising a 48 page A4 dossier to support the price actually paid. The tax authority accepted the appeal and all was good. Architects cost was also fair.
Should anyone want the architects details, PM me and I will dig them out.
