TIEAs are bilateral agreements under which territories agree to co-operate in tax matters through exchange of information. They enable governments to enforce their domestic tax laws by exchanging, on request, information relevant to a tax matter covered by the arrangements.

I guess that depends on who is deciding whether they should class it as a tax haven. I think it would, however, be a very good indication.

If you look at the OECD it has two designations of tax havens. those who have signed up to the TIEA and Grey tax havens.
Juristictions such as Gib, Cayman Islands etc etc have been removed from the Grey list but they are still regarded as tax havens.

In comparative terms the UK could be regarded as a lower tax regime than some
But I cannot understand how you can say that an UK average tax level of 30% or more as being a tax haven.
If the UK was a tax haven why have companies who are economically active in the UK looked for havens to avoid paying UK tax.
