You have to differentiate a tax haven from a low tax country. Starbucks etc just declare their profits in a low tax country.
To be classed as a tax haven the country normally offers no or low taxes to foreign investors/companies that do not operate a business in that country. Probably the key thing that defines a tax haven is the question of secrecy. A true tax haven will not disclose any information about its investors.

TIEAs are bilateral agreements under which territories agree to co-operate in tax matters through exchange of information. They enable governments to enforce their domestic tax laws by exchanging, on request, information relevant to a tax matter covered by the arrangements.

If you look at the OECD it has two designations of tax havens. those who have signed up to the TIEA and Grey tax havens.
Juristictions such as Gib, Cayman Islands etc etc have been removed from the Grey list but they are still regarded as tax havens.

I note that you have not referred to the 2012 reference regarding the number of countries including Gib no longer on the Grey list but still regarded as tax havens.

But I cannot understand how you can say that an UK average tax level of 30% or more as being a tax haven.
If the UK was a tax haven why have companies who are economically active in the UK looked for havens to avoid paying UK tax.
