Anyone know what it is? How to apply etc?

It is a special card for over 65s which entitles you to access certain services and get various discounts.

I have the Andalucian equivalent. I have used it a number of times to get a 30% discount on spectacles. There is no limit to the number of times you can use it or on the cost of the glasses. It also applies to sunglasses and reading glasses.
There are also big discounts on hearing aids, but thankfully I don't need those.
I imagine it is similar in Valencia.

We also have the Andalucian equivalent and have used it for glasses and on buses from Granada to where we live 126km away. It is proof we are resident pensioners and entitled to half price on the buses plus quite a lot of other places. Don't know about the Valenciana one but the Andalucian one doesn't cost anything to obtain, other than a photo, so anything that can save us money is a bonus worth having. It is also renewable every 5 years.
