I suspect it will vary from place to place.

In our village it is not permitted.

I am under the impression that new builds are required to have solar water.

Solar electrical in my opinion is expensive and requires a large installation to be useful or financially practical if ever.

Others may be able to give more information.

If the location is an urbanisation there will be a management committee so you could find out from them.

Otherwise the local Ayuntamiento would be the place to start. It might be up to a higher authority e.g. provincia or autonomous community but the local ayuntamiento should be able to tell you.

I remember that there was a bit of chatter on the forums about legislation being brought in that would prevent the storage of solar generated power by the individual household. Is that still on the go or has sanity prevailed?

I am not sure there any restrictions but you need to pay tax in some countries to use solar power..
