In that case, one of those annoying squeaking wind vane type outlets that keep the opening away from the wind should fix the problem.

Could you not just block up one hole at a time to see if that solved the problem? I'm sure, at least in my case, that the problem was the direction of the wind rather than its strength.

That has crossed my mind .... there are 4 different holes, and one is 1 mtr away from the roof (same height)
