I'm a bit late on this one but I just had to buy a car and I was told I couldn't buy on if I wasn't on the Padron.

I just registered a motorbike and all I had to provide was my escitura as proof of owning a home.

I think interpretation of the rules varies depending on which region you live in. I was required to produce a current certificate showing I was registered on the Padron before registering car(s)

Aside from region, I suspect it's different from office to office and possibly even between desks in the same office. It is very confusing and makes giving advice very difficult.

I find our local town hall are very helpful. In our case it was Traffico who insisted on having up to date certificate. It had to be an original stamped and signed.
