Ryanair fuel policy

I have just read an article in the Euro Weekly News about a recent Ryanair flight from Stansted to Alicante which, because of unfavourable winds, made 2 landing attempts at Alicante then had to divert the short distance to Valencia. Just before it arrived at Valencia it declared a fuel emergency. It landed safely but (according to the spanish authorities) it would not have had enough fuel for a second pass at Valencia had that been necessary.
Maybe this is normal to have such a small amount of fuel in reserve? - it sounds a bit close for my liking.
