Maybe they don't trust you mountain people and want to see the colour of your eyes/money and to show you the aerial photos of an illegal carport which the flying drone from the local constabulary took yesterday
When did you do yours Posh?
The legal advice I get here is always that the applicant has to apply in person for residencia.

The main reason for applying in person is the fact that they check that it is a legitimate application by looking at your passport photo therefore it would not be possible for someone else to complete the transaction.

I had to do that for my NIE number, he took my passport to a lady sitting at a PC, and she checked my pretty face against the PP pic.

I have just run the process via Mrs Posh and I must say how sorry I am for giving out wrong info. We both attended via appointment the Police Station and had fingerprints taken,Then I together with Mrs Posh went to Tarragona with the bundle of papers and had them checked and stamped. This was Oct 2007. Sorry I had an elderly moment.
The system now has changed and the visit to Tarragona is not required. This was about a week after the system changed but the paper ID had just been introduced so was slow to hit Catalonia so we were lucky and got the old plastic photo ID valid until Oct 2011.
