Default Pareja de Hecho Advice

I am trying to find out details about how to go about registering Pareja De Hecho in Spain? ( I live in Javea Port Alicante Region)
Where do you go to register?
Does this cover you when paying Inheritance Tax as if you were married?
Are the British authorities informed automatically, or do you have to inform them?
Is there any costs involved?
Do you need witnesses?
Any other relevant info appreciated.
Kind Regards
