Default Paint flaking off walls

Does anyone know whether it is possible get stabilizer solution for flaky walls in Spain and if so, what is this called? Or do you think it would be better if I take something over from the U.K.?

What I tend to do now is use Sikoseal, which you basically go over the wall with first, then paint over. It's worked for me

Do you mean like PVA?

Its readily available here (and much needed - believe me!). It's worth bearing in mind that some things like that are quite expensive here in Spain and, if you need a lot of it, worth bringing over with you if you're driving.

Buy the white wood glue and water it down as required, it`s the same stuff and much cheaper.
