maybe its a bak fee rather than a house tax
From memory I think you do pay a fee for a no resident acc, ask the bank

I think it is taken out every 2 years, its something to do with keep checking you are a non-resident.
You can do it yourself I believe at the main police station, probably taking your NIE with you. Think you still have to pay something, no doubt the banks charge extra for the privilege of doing it for you.

It`s a bank charge for a non resident account, they also stop a % of the interest on your money, change it to a resident account.

wouldn't I have to be resident to have a residents account?

You should have filled out a declaration that you are non-resident?
Banks are required to forward this declaration for non-residents. Please note you ought to declare any interest paid on your UK tax return.
