Yes, I always turn off SIM data when I'm home with a WIFI signal, just to prevent apps from racking up excess charges. Sometimes I forget to turn on SIM data when driving, and the navi still works fine.
If you've used navi in the area before, the maps are downloaded and cached when you do have a signal. The things you lose without any phone signal are some Google earth images and real time traffic reports. But the maps are still there... If I need it, I just turn on SIM data again. Missing images and traffic data are downloaded whenever there's a signal.
For me, having a smartphone just eliminates the need for a separate navi.
