Default New car legislation?

My husband picked up a leaflet from a car accessories type shop in Murcia and an item in it translated to: "European legislation will make daytime running lights mandatory for new cars from 2011, but will be mandatory for all cars running in the European Community from 2013, both new and used." They were advertising the sale of special lights for fitting to cars so was this just an advertising ploy or is what they say true? Anyone know?

Definitely for new cars can't see how it could be for old cars.

I am not aware of new legislation, but the law could easily be changed so that side lights must be switched on.

Similar to the law for motorcycles, which are required to have dipped beam on.

The Department for Transport said last night the rules would only apply to new vehicles from 2011 and would not be applied retrospectively.
