Thats correct, the town hall that we will use later this year won't let you sign on unless you give them details of you're impending residence appointment.
And they then expect you to return after with proof you have residence.

When we signed on the padron within a couple of hours we had the local Guardia Civil at the door checking that we did actually live where we had said, that was a bit of a shock I can tell you!
