I am talking about Mallorca but I guess it would be similar in general over Spain.

How would someone go about getting a stall at a market?
I see sellers from multiple countries including Europe and African nations and wonder how they apply for a stall?

Would this be by contacting the town halls or is there a one place that fits all where you go and apply to get a licence maybe?

Yes local town hall is your best bet if not they will advise. Don't be surprised if there is a waiting list and you will need at least NIE and probably more.
