Default Laws for Building a Pool

My parents are looking at properties and would prefer a pool though obviously thought they could get one built after if there wasn't already one there. An Estate agent told them yesterday that people have had pools built and despite getting permission, doing it legally they have been told to fill it in afterwards.
Is this a common thing? The Estate agent was implying that the Mayor gave permission knowing as soon as it's built he would ask them to fill it in.

Sounds like a corrupt Mayor to me.

Building one depends entirely on local laws. Don't believe anyone who "tells" you a pool can be built, unless they can produce the plans and an approved planning permission document. Even, then, verify it's real.

Otherwise, consider it impossible and be pleasantly surprised when you are finally granted permission.

If you do it without permission (many do) then yes, they can indeed force you to destroy it. But that usually requires someone to complain - a neighbour or whatever. Don't rule that out either. They may be jealous.

On the other hand, it's not unheard of that high-ranking officials circumvent the permission rules for one reason or another, perhaps as a "favour" to a "friend" or who knows what. But even this can later be easily "illegalised" if anyone challenges the decision of the high-ranking official - especially after they've left office.

It's major work (Obra Mayor), so will obviously cost money when you apply. He'll make money every time someone applies, so you need to make sure it's in the deeds. I've never heard that you have to fill it up when it's legal. I'd try and avoid that area to be honest.
