Default Keypresses

We have a radio telephone with Telefonica/Movistar (actually a TRAC system). We have had it for maybe 12 years now. We also have a dual DECT telephone system connected. Last year we managed to get the telefonica engineer to come to our house to investigate the following problem:
the Domo telefonica telephone did not recognise keypresses
He investigated and after installing a Domo2 phone told us that there was a problem at the exchange and left saying he would return once it was resolved. We have not seen him since. We found that the DECT phones still recognised our keypresses so no problema! I must explain why this is so important:- we use the Jazztel prepaid telephone cards to phone the UK. It is very cheap at 2.8 cents per minute with no connection charges and pay per second. You have to enter the number required with keypresses. It is an excellent service.
Now then - the problem. 4 weeks ago our DECT phones also stopped recognising keypresses. We have determined the problem to be our phone line connection by using different phones here on our line (don't work) and our phone on other lines (work OK).
Telephoning Movistar on 2002 is HOPELESS. We ask for an english speaking operator and either we get eventually cut off before speaking to this person or the lady we speak to says it is not their problem - the problem is with the card and puts the phone down on us before can reason with her.
Is there anywhere we can email Movistar and put the above case? Or is there any better way to resolve this situation?
