Maybe when the beneficiaries inherit the property and can't / don't want to pay tax is why so many older properties lay empty and fall into ruin?

In France, if the Tax isn't paid, then I BELIEVE that the local Authorities force a sale by auction, to pay the Tax. If the Tax is paid but one heir blocks the sale, the property indeed remains empty and quickly gets delapidated and loses value....
