Importing A Bike Into Spain?

I've spent 6 months so far trying to import my GSXR1000 2013 model. It failed because Senor Hitler at the ITV said the light must go up to the right. My beam is flat. No kick up to either side.
So I tried to order a Spanish version from my local Suzuki shop. He was very helpful and made sure that Suzuki Spain sent me the right one. Waited and waited in true Spanish style. Nada
In last few days I've been doing some research .
I've Googled and there are 2 sorts of lights. Asymmetrical which go up left or right. Then symmetrical which are flat beams. Like mine
The symbols on the light show how it is valid. One arrow either way show it is for left or right. Double arrows show it is legal for all countries.
Mine has 2 double arrow symbols, so is valid all over Europe. The symbol on the lens is E13.
With help from Kiko from Suzuki Arrecife, we’ve proved that my headlight is exactly the same as his OWN bike that is in the showroom. His is the 2016 model. He shone his bike against the wall. Flat beam just like mine.
And compared the symbols and numbers on the lens.
All GSXR1000s from 2011 - 2016 have the same light.
And breathe
So now I know that my headlight with FLAT beam is legal here coz it’s the same as a Spanish one, I just need to prove it to senor Hitler
I’ve found lots of Google stuff in English to show that it’s all OK, but not in Spanish
Can any of you wonderful people offer any help ?

Hi, you are right, most 'late' bikes have an asymmetrical beam, and 'dip' up and down, rather than to the 'side' like the old bikes did. You have hit on a bad tester there, BUT, UK market headlamps, although they do not 'dip' to the side, have a 'kick up' designed into the headlamp reflector (i.e. it cannot be 'tuned' out) so that the projected image has a 'kick up' to the left (on a UK bike) which illuminates the nearside a bit further. (Put the front near a white wall and switch on, you will see the flat pattern 'lift' slightly to the left side).
As I said, you have hit on a bad tester at the ITV station as most UK bikes with that design get through, because the overall image will not dazzle. If you have access to a beam setter, try to look at the flat image against a horizontal datum line, watch for the kick up on the left and then adjust the headlamp so the kick up drops below the datum line. This will lower the overall image slightly, but not so much that you will fail (normally).
Bummer, trying to help, but you have been unlucky. If it was two year ITV, I'd tell you to go elsewhere, but understand you are locked in the matriculation process.

Sorry, I meant 'symmetrical' for the beam you have, and he is probably saying that the 'kick' up is the wrong side! Typical..................

Yup, I think it's how he's interpreting the law.
He sees it as "the light must kick up to the right"
Whereas it should read "If the light kicks up, it must kick up to the right"

Okay, I have found that the 'testers' in Spain are NOT the brightest spanners in the box, (Not being rude, they don't understand integrated ABS or linked brakes for a start.... my BMW and Honda tests proved that, shocking!) BUT there is always a 'Senior' at the ITV station who normally DOES. Do you have a Spanish speaking mate, or can the guy in the dealership come with you and make the appeal?
You have had bad luck, as they only REALLY seem to concentrate on is lights/ brake testing (not components)/ tyres as regards technical , weight/speed index and exhaust as regards emissions AND noise. So make sure you don't have a fancy can on, only the proper stamped standard one!!!!!
If its anything like the UK, the Senior MUST consult the ITV Testers Manual for a solo motorcycle and go by that. You can download this from the DGT site, but obviously its in Spanish!

Yesssssssssssss! Go for it, in a nice way of course, and let us know what happened. If he's wrong, he's wrong and the Manual is the 'bible', just like old Blighty where I have had many a go at VOSA (or DVSA as they now are) on an 'official' basis on behalf of Operators as I was contracted to the FTA at the time.
