Default Honduran driving licence

Would a friend of mine be allowed to drive in Spain on his Honduran drivers licence? Also, what would he have to do to change to a Spanish licence - would it be possible?

It doesn't look like it would be possible.

Honduras doesn't seem to be on the list.

That's what he thinks. I'm not surprised. When he took his 'test' it was told to drive once around a car park but he ran out of petrol after a few yards. He passed.
