As you say the amount of money would, in the grand scheme be small and at a level of 100% it would be a deterant not revenue generation. The easiest way to solve the Airbnb problem is simply outlaw it or place restrictions that make it very hard to do ( I know steps are already underway in some areas but to me these seem slow)
Bring back the hotel!

Will this law include EU nationals? It’s the Dutch that are buying the property. Followed by the Germans and Swiss. The Dutch have sent the prices through the roof but because Spain are in the EU , their hands are tied. Banning non EU citizens is just a publicity stunt. Won’t change a thing. Spain has become an expensive, dangerous , corrupt and dirty place.

British were buying run down property in the mountains where I lived. Areas where Spanish people were actually vacating. They brought much needed money inland. This Sanchez government is comical. Brits were actually breathing life back into parts of Spain that were becoming ghost towns.

I think Spain could do non-EU non-residents or all non-residents but if they did all non-residents then non-resident Spanish wouldn't be able to buy property either.
In any case I'm not sure if railing against Sanchez because the UK voted itself out the club is entirely appropriate.

Re purchase of property by EU citizens in the EU this link shows they must be treated no differently to citizens of EU country they wish to purchase in be it for permanent or holiday home.
