The tax on a basic DVD-R is 44 centimos and 60 centimos on a DVD-RW
For a DVDR that's about 4x the price of the disk!

It seems the same is happening to films. This is why studios are rushing to 3D because it can't be pirated or downloaded. Sure as anything this will eventually lead to a dramatic reduction in the output of films. Why invest 10s or even 100s of millions making films when increasing numbers of people opt not to pay for them?
Pretty good 2D copies can already be made of them that will satisfy the typical punter.
It is anticipated that pirates will be able to copy 3D in the near future if they cant already.
A lot of people in the Cinema industry are saying that it needs a new approach as the current approach wont work in the future.
There was an interesting report on Panorama last night which discussed the pros and cons of the UK governments attempt to control "Illegal" downloading on Broadband and how split the whole industry was over the unfair way they were trying to do it.
Whatever they come up with, "Someone will get round it".
