Default Disabled and Carers Allowance

After the fiasco of DLA, we now have the same with Carers Allowance.
The DWP's decision to make certain benefits exportable was a great result. However CA seems to be yet another grey area. Claiming in the UK is not based on NI contributions but to claim it here in Spain it is based on the persons UK NI contributions and those have to be for a certain period prior to leaving the UK.
What's that all about???
Carers by their nature have not had paid employment for some or many years.
It seems totally unjust and discriminatory, so I guess it's another money saving idea at the cost to those who can least afford it.

I thought carers were credited for those years where they were registered as a carer?

So did I. Isn't it like being on benefit and having your 'stamp' paid by the government?

I think that is right, however if you moved to spain and CA was stopped it's the amount of time you were not claiming CA and not getting NI credits that will decide if you are still eligible here.
That is also why it is important to get the Home Responsibilities Protection sorted out.
