Are there any regulations for owning a sailing dinghy in Spain? Do they have to be registered?
Can I bring one from the UK and just sail it on the sea whenever I want?

Well presumably you have insurance so it must already be registered in the UK.

And reading some of the earlier posts, that's exactly how others have dealt with powered craft.
I'd have a look at the RYA website and see what they say, or ring em, email em with the question.

If it is a sailing dinghy under 5m long then there are no problems.
If you are resident and have a boat over 5m long or a power boat over 4m long there are all sorts of problems. The fact that it may have UK insurance or even be a UK registered boat is irrelevant.

You should not have any problems.
But consider the costs/practicality of bringing one over.
We have decided to sell our boats and buy in Spain due to the above reasons.
I can put you in touch with a sailing group in the La Manga area if you wish.
