I don't think Spain has blocked the EHIC, more that private hospitals/clinics are paying taxi drivers, hotel receptionists etc a commision on any work they put their way - to the detriment of both the injured and the Spanish Health Service.
This happens in the US and the UK and probably most other country around the world and is not exclusive to Spain - even though some would like to pretend it is so.
