A "Denuncia" simply means the Police HAVE to take action - when they do is then up to them. Court proceedings would be much further down the line and would involve you taking civil action against your neighbours. The cost would be such that personally I would sell the house, even if you took a bit of a loss on it, and move as the cheaper option.
